01Biography
Peggy Carter founded S.H.I.E.L.D., outlived the man she loved, and has since appeared as a variant who took the serum herself. The franchise has used her three separate ways, and a multiverse film could use any of them.
Her presence in Doomsday is unsourced. It appears in aggregator posts and nowhere credible, and we badge it RUMOUR because that is what it is.
This entry exists so the relationship graph is complete, not because we are asserting she is in the film.
