01Biography
John Walker was given the shield by a government that wanted a Captain America it could direct, and he broke under the weight of it in public. The character has never been allowed to fully recover from that, and is better for it.
He arrives in Doomsday as U.S. Agent, still enhanced, still working for people whose interests are not the team's. Whether he is an asset or a liability is the point of putting him there.
The relationship with Sam Wilson is unresolved by design.
