01Biography
Loki caused the event that created the Avengers and has spent every subsequent appearance complicating what that means. He has been villain, prisoner, sacrifice, variant, and finally the load-bearing structure of the timeline itself.
That last state is the problem for Doomsday. A Loki sitting at the centre of the multiverse holding the branches together is either the reason incursions are survivable, or the reason they are happening. The film cannot use him casually.
His return is reported and not announced, which given how his story ended is unsurprising — confirming him would give away structure.
